Portland General Electric (PGE) has rolled out a program that transforms ordinary power poles into public EV charging stations. Personally, I think this is a stroke of genius for urban environments. Instead of dedicating valuable street space to bulky charging stations, they're leveraging existing infrastructure. This approach significantly reduces the physical footprint and, as PGE points out, lowers installation costs. What makes this particularly interesting is that it directly addresses a key barrier for many potential EV owners: the lack of a private driveway or garage for home charging. How the Magic Happens
The user experience is surprisingly seamless, from my understanding. A driver simply parks near the pole, scans a QR code with their phone, and a cable gracefully descends from a gray box. The OpConnect app then facilitates the charging process. Once the vehicle is juiced up, the cable retracts automatically. It’s a clean, efficient system. However, one detail that immediately stands out is the limitation of one car per station at a time. This means that if cars are parked in front of the pole, the charger becomes inaccessible. This is a practical consideration that could lead to some frustration, especially in busy areas. The implementation of 90-minute parking limits in some locations also suggests a need to manage charger turnover effectively.
Salem's Leading Role
What’s truly noteworthy is that Salem has more of these neighborhood EV chargers than any other city in Oregon. With 30 currently installed and more on the way, it’s clear that PGE sees significant potential in this model for the city. They are strategically placing these chargers in areas identified as benefiting most from them, often near multi-family housing and rental properties. This proactive approach, coupled with customer requests, suggests a well-thought-out deployment strategy. The Cost of Convenience
When it comes to pricing, PGE has a tiered system. The standard rate is 12 cents per kilowatt-hour, which seems quite reasonable. However, there's a surge during weekday evenings, jumping to 28 cents per kilowatt-hour between 5 p.m. and 9 p.m. This is a common strategy to encourage off-peak charging. What many people don't realize is the idle fee: 10 cents per minute if your car isn't moved within 10 minutes of finishing charging. This is designed to prevent chargers from being hogged. The good news is that charging initiated between 8 p.m. and 8 a.m. avoids these idle fees. Overall charging times can range from four to 10 hours, which is typical for this type of charging.
A Patchwork of Progress

Salem Electric, for instance, doesn't currently offer the same neighborhood pole chargers but is focusing on installing Level 2 chargers in apartment complexes at no cost to the property owner. Pacific Power, on the other hand, is deploying larger charging stations capable of charging multiple vehicles simultaneously in various communities. This diverse approach highlights that there isn't a one-size-fits-all solution for EV charging infrastructure.
